Verifica que tenes una entrada en tu web.xml algo como

<taglib>
<taglib-uri>/WEB-INF/struts-html.tld</taglib-uri>
<taglib-location>/WEB-INF/struts-html.tld</taglib-location>
</taglib>

<taglib-uri> indica que nombre vas a usar para referenciarlo desde un jsp.
<taglib-location> indica la ubicacion del archivo .tld ademas si generas un
jar/war
ahcer el deploy verifica que esten incluidos los respectivos archivos tld.
