I have to disagree here: "hablar" is *not* a reflexive verb. In this sentence,
"se" does not work as a reflexive verb but as an "impersonal pronoun", that is,
a pronoun that replaces "he", "she" or "it" and is unimportant to specify.
An example of a reflexive verb could be:
"Pedro se baña cada mañana."
In this sentence, the subject is "Pedro" and the verb is "bañarse". This "se" is
semantically different from the "se" in "Se habla inglés."
