les envio este informe preliminar elaborado por la presidenta de IFLA MLAS, Sinikka Sinikka (de la Asociacion de Bibliotecarios de Finlandia) sobre algunas resoluciones tomadas en el encuentro de mitad de año que realizamos en Granada, España, hace menos de un mes.

I am glad to inform you that we had a succesful MLAS SC Mid-Year Meeting on the 14th to 16th February 2008 in Granada.

On behalf of our Section I especially want to thank our host Pedro Hipola (FESABID) and hostesses Barbara Flores (FESABID) and Maria Cotera (Women,
Information and Libraries Discussion Group) for the great hospitality and the interesting social programme including Biblioteca da Andalucia, Carmen de la Victoria - University of Granada's residence, Alhambra,
Albujarra etc.
We were also honored to meet colleagues from Biblioteca de Andalucia, University of Granada Library School and University of Granada Library and
to be hosted by them at lunches and at a dinner. None of us forget the Flamenco evening with dinner in the beautiful place opposite of Alhambra Palace.

We are going to publish a short note of the decisions taken in Granada as soon as our Secretary Keith Fiels has compiled a list of them. For your information, as Keith Fiels resigned as Treasury, Tore Andersen from
the Norwegian Library Association was elected as the new MLAS Treasury.
Keith Fiels continues as MLAS Secretary and Chair of GLAD Committee.

IFLA asks for any illustrated material in relation to the work of our Section for IFLA's Annual Report 2007. If any of you have good pictures of our meetings in 2007 in Chicago and Durban, in the seminar or the workshop
in Durban please send them to Sjoerd Koopman (sjoerd.koopman@...)
and to all of us as we also would like to see them.

IFLA HQ will send soon out a popularized version of the Minutes of the Governing Board in December 2007 to all.


Here are some titbits and questions of which we discussed in Granada.

1) QUORUM AT COUNCIL MEETINGS REQUIRES ATTENDANCE OF NATIONAL AND
INTERNATIONAL LIBRARY ASSOCIATIONS

We had discussions on proposals concerning the constitution of a quorum at IFLA Council meetings. According to the present IFLA Statutes a  quorum is
constitutied by a simple majority of national and international library associations . It is very important that these library associations attend the Council sending a personal representative or by proxy. If there is not a simple majority of library association members present at the Council meeting, the Council cannot take decisions. This has happened in the last years that the quorum has not been reached. It is up to library
associations to constitute the quorum at each Council.

We decided to work for two years in MLAS to make library associations more aware of the importance of the participation personally or using proxy  in the Council meetings. We will take this question up in caucuses, in
MLAS Newsletters, in National Library Associations Meetings at the Conference and on other forums. We thought this might help as it perhaps is not quite
clear to all library associations that it is up to you to constitute the quorum. After two years we analyze the situation and see if our "Quorum Campaign" has helped. MLAS SC was not ready yet to give up and lower
the requirements for the quorum or change the Statutes. MLAS SC urges now all National and International library associations to take part in the IFLA
World Library and Information Congress and also to take part in the Council Meeting.

IFLA has decided to move the Council in Quebec before the Closing Session in the Conference Programme. After Quebec the Council will always be on Wednesday at 16.00 hours. This hopefully helps paeople to participate the Council meetings.

2) IFLA MULTICULTURAL MANIFESTO

We also discussed on the Multicultural Manifesto (

and its approval by UNESCO. Kirsten Leth Nielsen from Norway sent a message telling that the Multicultural Manifesto will be dealt at IFAP Council in Paris in
April. We do not know if that means it will already then be officially approved or does it need approval of another (higher) UNESCO body.
Anyway, we decided that MLAS SC members and MLAS List members are asked to contact the UNESCO or IFAP Commissions, or both, in their countries to make the Multicultural Manifesto approved by UNESCO and more known by National UNESCO and IFAP Commissions. Please, all MLAS Listserv Members, do contact your National IFLA and/or IFAP Commission and urge them to work to get the IFLA Multicultural Manifesto to be approved by UNESCO.


3) IFAP AND WSIS

are both strategies or programmes by the United Nations to develop the global information society. Libraries have
their important role to play in both strategies in offering access to information and knowledge for all.

On behalf of Winnie Vitzansky Hellen Niegaard from the Danish Library Association told about IFAP and the meeting in Paris on the 28th of January 2008 where Winnie was representing IFLA. MLAS SC and Listserv members are asked to read the IFAP Strategic Plan 2008-2011

There are important suggestions concerning LIBRARIES that we should very heavily support to get them approved by IFAP Council.
Please comment the draft to Winnie Vitzansky by the 28th of March (wv@...)
before she participates in the IFAP Council Meeting in Paris on the 9th of April 2008. Thank you.

WSIS ( see information on WSIS and IFLA at
http://www.ifla.org/III/wsis.html ) goes together with IFAP. IFAP is the way UNESCO puts into practice its C3 Action Line (Access to Information and
Knowledge) reponsibilites. That is why IFAP is very important to IFLA as IFLA carries the reponsibility of Libraries and Archives in C3.

MLAS SC also talked about a programme/panel discussion on WSIS at IFLA WLIC in Quebec. It will be organized by the WSIS Coordinator of IFLA Christel
Mahnke with the Presidential Information Society Working Group.

4) NATIONAL LIBRARY ASSOCIATION MEMBERS MEETING IN QUEBEC

MLAS SC discussed on proposals for the programme of the National Library Association Members' Meeting in Quebec. We would like to suggest some of the
following items on the agenda (these are not in any order of priority):

A. What are the issues the following programmes/activities /persons are targeting on:
- the quorum at Council Meetings and library associations
- President Claudia Lux, President-Elect Ellen Tise and New Secretary General Jennefer Nicholson
- IFLA's advocacy activities by Stuart Hamilton
- the GLAD Programme update by Keith Fiels
- IFAP by Winnie Vitzansky
- WSIS follow up by Christel Mahnke

B. IFLA new website for advocating IFLA at the national level - more transparency needed on IFLA activities and decision making

It would be good if representative of National Library Associations could move around in the meeting room, discuss and network with each other if all associations do not participate the MLAS Programme.

5) UPDATING OF MLAS WEBSITE

We have updated the MLAS website http://www.ifla.org/VII/s40/index.htm
with many documents that were missing.

The Annual Reports 2006 and 2007, Minutes from Granada February 2008 and the MLAS Strategic Plan 2008-2009 are still in production and will be added to
the website as soon as they are completed.


6) MLAS NEWSLETTER 1-2008
