Argentina Facility,
Lifting Morale

BUENOS AIRES -- Intel Corp. announced plans to open a
software-development center in Argentina, the company's third such
foreign facility after those in China and Russia.
The news represents a badly needed vote of confidence in Argentina
following some high-profile departures by foreign investors. It also
aids the arguments of those who say the country's future lies in high
technology.
Intel Chairman Craig Barrett said at a press conference in Argentina
that the company intended to employ more than 400 software engineers
over a four-year period in a center located in the province of
Cordoba.
"This is not a software-design center where we just hire software
designers to do work for hire, but it is where we integrate their
software efforts into our product-development work," Mr. Barrett said.
An official from the Cordoba government said later that the amount
invested would be just $2 million . Software development requires less
capital outlay than Intel's microprocessor plants, Mr. Barrett said.
Mr. Barrett said Cordoba province was chosen primarily because of the
involvement of local universities. However, incentives including
subsidies and tax breaks also helped sway Intel's decision. These were
delivered under a provincial development program and under new
Argentine laws focused on software promotion.
Similar incentives were provided for Motorola Corp., which in 2000
launched a research center in Cordoba.
Many industry officials have been calling for the rest of the country
to follow the lead of Cordoba in providing such incentives.
If Argentina is to follow the lead of countries like India or Ireland
it needs a central national program of incentives, say the advocates
of a high-tech development model.
