** IN VENICE, UNESCO CELEBRATES 30 YEARS OF PRESERVING WORLD
HERITAGE
Paris, October 25 - Between 1978, when Ecuador's Galapagos Islands
became the first UNESCO World Heritage site, and this year, when
the Minaret of Jam in Afghanistan became the latest, the World
Heritage List swelled to include a total of 730 sites of
"exceptional universal value" spread across the world's five
continents.
They include such famous places as the ancient city of Machu
Picchu (Peru), the Auschwitz concentration camp (Poland), the
Great Wall of China, the Medina of Essaouira (Morocco) and
Australia's Great Barrier Reef.
The Convention Concerning the Protection of the World Cultural and
Natural Heritage, which gave rise to the List, is 30 years old
this year. It was adopted in Paris on November 16, 1972 and came
into force in December 1975, when the minimum requirement of 20
countries had ratified it. Today, with 175 States-Parties, it is
UNESCO's most widely-backed legal instrument. To mark this
anniversary, UNESCO will hold an international congress ("Shared
Legacy, Common Responsibility") in Venice from November 14 to 16,
with the support of the Italian government and the city council.
The Congress will bring together more than 500 experts at the Cini
Foundation, on the Venetian island of San Giorgio Maggiore, to
analyse the successes and problems over 30 years of applying the
Convention; to work out ways of making the Convention and
UNESCO's efforts to protect World Heritage better known; and to
strengthen future partnerships for World Heritage Conservation.
"The World Heritage Convention is a noble, vital force in the
world, fostering peaceful coexistence and honouring our past in
equal measure with our future," says UNESCO Director-General
Koïchiro Matsuura.
The coveted "world heritage" label is much more than a prestige
tag. It makes any site more popular, but also puts it under
international protection and facilitates efforts by the country
where it is located to raise international funding for its
conservation.
The World Heritage Fund thus earmarks almost $4 million a year to
help States Parties prepare the candidature of potential sites, to
send technical and expert missions to sites and to provide
emergency help for those hit by disaster.
Venice and its lagoon, which has been a World Heritage site since
1987, provides the ideal setting to assess the evolution of the
Convention, whose importance is highlighted in the preamble which
affirms that "the deterioration or disappearance of any item of
cultural or natural heritage constitutes a harmful impoverishment
of the heritage of all the nations of the world."

Vienna, Austria, 6-9 March 2003
The Centre for Tourism and Cultural Change at Sheffield Hallam
University, UK organises the research stream of the 12th annual
conference of the International Festival and Event Association
(IFEA) Europe held in Vienna, Austria on the 6th - 9th March 2003
and would be pleased to have you amongst the paper presenters.
After the very successful research stream organised during the
2002 conference held in Bonn, Germany we decided to continue the
experience and are glad to offer again an international discussion
platform to academics, researchers, professionals and
practitioners. In Bonn, over 150 international participants
from 23 different countries were given the opportunity to meet,
discuss and exchange their ideas and experiences around thematic
key issues and case studies.
In accordance to IFEA's members' activities and interests, the
Vienna conference will again provide a forum for discussing and
debating key issues surrounding the inter-relationship between
cultural festivals/events and tourism. Amongst the topics to be
discussed during the Vienna 2003 conference will be:
- Management, economic evaluation and planning of festivals and
events;
- Cultural festivals and events as a tool for urban and rural
regeneration;
- Expressions of heritage, identity and place through festivals
and events;
- Developing tourism markets for arts and folk festivals;
- Festivals and events in change communication and "emotional"
marketing.
Contributions in form of case studies, evaluations or theoretical
perspectives are all acceptable. The official dead-line for the
call for abstracts is 30th October 2002. As the new year has just
started, lots of you are busy - so abstracts submitted later than
30th October will all so be considered. If you're interested in
presenting a paper during the conference, please send us an
abstract of no more than 300 words. Please email me if you would
like to discuss any ideas (d.picard@...). If you do not wish
to present a paper but want to attend the conference, you may
register as a visiting delegate.

Background:
The deterioration of historical stone material has become one of
the most pressing conservation problems today. Outdoor artifacts
and architectural surfaces are increasingly affected by changes in
environmental parameters. Scientific and technical studies,
promoted internationally over the past 30 years, have led to a
better understanding of decay processes, to a greater public
awareness and to the development of new conservation techniques.
Still, many aspects remain to be clarified and a joint effort by
conservators, conservation scientists, policy makers and local
communities is needed to preserve our cultural heritage for
future generations. This course builds on the experience and the
network created since its inception in 1976 and is continuously
updated, integrating the advances in science and technology
relating to stone conservation.
Aims:
The course has an interdisciplinary approach and is addressed to
all professionals involved in the conservation of historic stone
material. It promotes efficient collaboration and mutual
understanding among the different disciplines working in the
field. Through lectures, discussions, laboratory sessions,
demonstrations and visits, participants will be given a state-of-
the-art overview of stone conservation and integrated site
management. Active participation in a diagnostic worksite will
create a platform for true interdisciplinary cooperation between
the related specialist fields in an operational context. Extension
of the participants' own expertise and contact with conservation
professionals from different disciplines will help them to act
more effectively in this field.

REGULATIONS
Eligibility for admission:
Target group: architects, conservator-restorers, scientists and
other professionals involved in stone conservation, with at least
several years of practical working experience in the field.
Preference will be given to candidates working in the public
sector in the field of heritage preservation and the training of
experts, whose working position will allow them to disseminate the
information gained during the course. Age: generally between 25
and 45 years.
Participants:
Limited to maximum 24, 18 international participants plus a
maximum of six Italian participants; special consideration will be
given to graduates of Italian Universities working in the field of
heritage preservation.
Observers:
Observers with appropriate qualifications may be allowed to attend
specific sessions of the course. A daily fee will be charged.
Language:
The course is conducted in English. Candidates must have a
thorough technical knowledge and command of English. A
certificate of English language proficiency is required.
Course Fees:
US$ 1000. Additional fees may be charged to participants from
non-Member States of ICCROM or UNESCO.
Scholarships:
Only a limited number of scholarships are available. Candidates
are strongly advised to seek financial aid from other sources,
such as governments, employers and foundations. A minimum of US$
3000 would be required for living expenses in Venice for the
duration of the course.
Certificate:
A certificate of attendance is awarded to all participants who
have satisfactorily completed the course and have attended at
least 95% of all course activities.
Lecturers:
A renowned international expert in the field of stone conservation
covers each topic.
Language:
The working language is English.

The newly inscribed World Heritage site 'Historic Centres of
Stralsund and Wismar', Germany, has launched an initiative
furthering partnership between World Heritage sites. Following the
recommendations of the UNESCO General Assembly in 1998 the two
German Hanseatic towns formed the 'Foundation for the Support of
the World Heritage Concept' (short: German World Heritage
Foundation).
The idea of the Foundation is to actively contribute to the
implementation of the World Heritage concept: the shared
responsibility of all people for the cultural and natural heritage
of the world.
The objective of the Foundation is twofold:
* assist World Heritage sites in financially less favourite parts
of the world to protect and preserve their values
* assist potential World Heritage sites in preparing their
nominations with regard to the balance of the World Heritage
List
The Foundation was created in 2001 and has, in 2002, carried out
its first two projects, both in co-operation with the World
Heritage Centre:
In Mongolia the preparation of a management and preservation plan
for the Cultural Landscape of the Orkhon Valley has been
supported. The medium term management plan for the region in which
Dschinggis Khan established his capital Karakorum in the 13th
century is a prerequisite for a successful World Heritage
nomination.
In Ukraine, the Foundation promotes the protection and
conservation of the Historic Town of L'viv. Together with Dr Hans
Caspary, the former long-term German representative at the World
Heritage Committee, the Foundation aims to assist the L'viv city
management in the emergency preservation of empty and dilapidated
historic buildings.
The initiators of the Foundation seek to co-operate with more
partners to enlarge its range of activities. Cities and
communities as well as companies and private partners are
therefore invited to join the initiative. Further information (in

** EUROPEAN ASSOCIATION OF ARCHAEOLOGISTS AWARDS
EUROPEAN HERITAGE PRIZE TO DR. HENRY CLEERE
The European Association of Archaeologists, at its 8th
Annual Meeting, 24-29 September 2002, has awareded its
prestigeous European Heritage Prize to Dr. Henry Cleere,
long-time World Heritage coordinator at ICOMOS. The
Association, which this year is meeting in the northern
Greek city of Thessaloniki, is hosted by the Aristotle
University of Thessaloniki and the Greek Ministry of
Culture.
The European Heritage Prize is awarded annually to an
individual, institution, or to a local or regional
government for an outstanding contribution to the
protection and presentation of the European
archaeological heritage. This is interpreted as the
promotion of archaeology and the archaeological heritage
as part of the Association's vision of the unity of the
European heritage.
** HEARD AND MCDONALD ISLANDS (AUSTRALIA) INCLUDED IN
WORLD'S BIGGEST MARINE RESERVE

[The Australian] Federal Minister for the Environment and
Heritage, Dr David Kemp, today announced that the Government has
decided to proclaim the world's largest fully protected marine
reserve in Australia's remote Sub Antarctic waters.
The new 6.5 million hectare Heard Island and McDonald Islands
Marine Reserve is 4500 kilometres south-west of the Australian
mainland and 1000 kilometres North of Antarctica. It falls within
Australia's 200 mile Exclusive Economic Zone surrounding Heard and
McDonald Islands.
Heard Island has Australia's only active volcano, Big Ben, which
is also Australia's tallest mountain. McDonald Island's steep
shoreline is so well protected that only two successful landings
have been made since it was discovered over a century ago.
The new park surpasses another Australian marine reserve, the 5.8
million hectare Macquarie Island reserve, as the world's largest.
Dr Kemp said the new reserve would protect the habitat and food
sources of some of the world's most spectacular sea-going
creatures, including the Southern Elephant Seal, the Sub Antarctic
Fur Seal, and several penguin species.
The waters of the reserve are also important to two species of
Albatross - the Light-mantled sooty Albatross and the Black-browed
Albatross. Bottom dwelling soft corals, glass sponges, and giant
barnacles will also benefit from the protection afforded by the
reserve.
Dr Kemp said the declaration would preserve, for science, and for
nature, a very large area of one of the most pristine environments
left on earth.
"The Heard Island and McDonald Islands Marine Reserve is being
declared to protect the conservation values of the region and
provide an effective conservation framework to manage the region
in an integrated and ecologically sustainable manner.
"It will also provide a scientific area for study of the ecosystem
within the Heard Island and McDonald Islands region.
"It is an extraordinary thing for Australians to appreciate that
these Islands and their surrounding waters, out near where the
rescue of Tony Bullimore took place, are essentially as much a
part of Australia as Bondi Beach, or Uluru, and just as important.
"Australia has a very proud history of scientific and
environmental research in Antarctica.
"The world acknowledges that we have exercised our sovereignty in
the region with great responsibility, and the declaration of this
major new marine reserve, the largest fully protected marine area
on the planet, and second only to another Australian reserve in
the same region, maintains that great tradition.
"I am immensely proud to be able to say to the world community,
and to Australians, that the very good work of Australia in the
Antarctic is greatly advanced by this reserve. I think Sir Douglas
Mawson, our great Antarctic scientist and pioneer, would be
delighted by this announcement."

Heard and McDonald Islands World Heritage Property was inscribed
on the World Heritage List in 1997 for its outstanding natural
universal values:
* as an example of superlative natural phenomena or areas of
exceptional natural beauty and aesthetic importance
* as outstanding examples representing major stages of the earth's
history, including the record of life, significant ongoing
geological processes in the development of landforms, or
significant geomorphic or physiographic features
* as outstanding examples representing significant on-going
ecological and biological processes
The Australian Territory of Heard Island and McDonald Islands
(HIMI) lies in a remote and stormy part of the globe, near the
conspicuous meeting-point of Antarctic and temperate ocean waters.
The islands were unknown to humanity until the 19th century. HIMI
is an external territory of Australia in the Indian Ocean sector
of the Southern Ocean at around 53° 05' S and 73° 30' E. It lies
about 1500 km north of Antarctica and over 4000 km south-west of
Australia.
Heard Island (area 368 km2) is the principal island of HIMI.
Mawson Peak, at 2745 m, is the summit of Big Ben, an active,
towering volcano that dominates the group, with a thick mantle of
snow and glacial ice contrasting black volcanic rocks in a
startling array of forms and shapes. McDonald Island (area 1 km2),
43.5 km due west of Heard Island, is the major island in the
McDonald Islands group, which also includes Flat Island and Meyer
Rock. At its highest point it rises to about 230 m. The McDonald
Islands, also volcanic in origin and, like Heard Island, an
undisturbed habitat for sub-Antarctic plants and animals, consists
of two distinct parts joined by a narrow central isthmus.
The HIMI group can be described as the wildest place on earth-a
smoking volcano under a burden of snow and glacial ice rising
above the world's stormiest waters. On the horizon to the west,
smaller volcanic fragments rise precipitously and defiantly out of
huge Southern Ocean swells. From a distance the land is a striking
monochrome-black rock and sand, white snow and ice, leaden grey
seas and skies. When the sun does appear the islands light up in
the clear air to a rare brilliance-verdant vegetation and multi-
coloured bird colonies in sharp relief against the dazzling white
of snow and ice and the grey-black of volcanic rock. The elements-
hurricane-force winds, driving rain, vast amounts of snow, dense
clouds and fogs-conspire with the landforms to create a world of
high drama and savage beauty. The driving westerly winds above the
Southern Ocean in these latitudes create unique weather patterns
when they come up against the enormous bulk of Big Ben, including
spectacular cloud formations around the summit and unbelievably
rapid changes in winds, cloud cover and precipitation.
The other extraordinary landforms on the islands include: the
flutes of Cape Pillar on McDonald Island and the lonely pinnacle
of Meyer Rock; the caves and other lava formations of the northern
Heard Island peninsulas; the smoking caldera of Mawson Peak above
the palaeocaldera of Big Ben; the western sea cliffs of McDonald
Island; the shifting sands of the Nullarbor Plain; and the
extensive, dynamically changing Spit.
The vast numbers of penguins and seals that occupy the beaches
here are one of the great wildlife sights of the world. Through
the year the islands are home to a wide array of animals; seals,
flying birds and penguins, including the world's largest macaroni
penguin colonies, each containing an estimated two million birds.
When the wind has died and the skies have cleared, these
congregations create an incomparable cacophony of natural sound.
Heard Island is the only sub-Antarctic island on which there is an
active volcano. The last recorded major eruption on Big Ben was in
1992, but continuous activity is clearly evident from other
observations of minor steam and smoke emissions. The HIMI group
were formed by the plume type of volcanism, a process that is
poorly understood in comparison with the earth's other two main
volcanic types-subduction and seafloor spreading. This feature of
the group offers an extraordinary view into the earth's deep
interior and its interactions with the lithospheric plates that
resulted in the formation of the ocean basins and continents.
Permanent snow and ice cover 80% of Heard Island. Its steepness
combines with very high snow fall at high altitudes to make the
glaciers fast-flowing-in the order of 250 m a year-thus the ice
and snow in the glaciers has a relatively short turnover period,
around 100 years, and the glaciers respond quickly to changes in
climate by advancing or retreating.
The glaciers of Heard Island provide an invaluable proxy record of
climate change in this remote area, for which there are few
instrumental records. HIMI is the only sub-Antarctic island group
that has an intact ecosystem. It is the only sub-Antarctic island
group to contain no known species introduced directly by humans,
which makes it invaluable for having, within one site, an intact
set of interrelated ecosystems; terrestrial, freshwater, coastal
and marine, in which the ongoing evolution of plants and animals
occur in a natural state.
Heard Island's unmodified status and simple ecosystems make it an
outstanding location for monitoring plant colonisation. HIMI is
unequalled by any other islands in the sub-Antarctic region in
this respect.
The islands host a range of seabirds. The extreme isolation and
the lack of introduced predators provide an excellent location for
investigating the effects of geographic isolation and climate on
the evolution of species. Active speciation is clearly present.
For example, the Heard shag Phalacrocorax nivalis is found nowhere
else but on Heard Island. The beetle populations on HIMI show
unique evolutionary adaptations to the environment and several
other invertebrate groups provide valuable opportunities to study
evolutionary processes in undisturbed populations at the southern
limits of their distribution.
The seal and penguin populations provide excellent opportunities
to monitor the health and stability of the larger Southern Ocean
ecosystem. HIMI is one of the best sites in the world to study the
ecological and biological processes of recolonisation of the
Antarctic fur seal and the king penguin populations. It is also
one of the best land-based sites in the world to study the leopard
seal and its role in the sub-Antarctic ecosystem.

Tengo el agrado de dirigirme a ustedes para
invitarlos a participar de las Jornadas Nacionales "Año de las
Naciones Unidas del Patrimonio Cultural", que se llevarán a cabo los
días 30, 31 de octubre y 1º de noviembre en el Centro Cultural
Borges, Viamonte, esquina San Martín, Buenos Aires.
Dichas Jornadas se enmarcan en la
celebración del trigésimo aniversario de la Convención de la UNESCO
del Patrimonio Mundial, motivo por el cual Naciones Unidas ha
invitado a los Estados Miembros a adherirse a la celebración a través
de acciones estratégicas y de actividades que pongan de manifiesto la
necesidad de preservar y de difundir el patrimonio de la humanidad.
En todo el mundo se están diseñando actividades de difusión que den
cuenta de la celebración del AÑO DE LAS NACIONES UNIDAS DEL
PATRIMONIO CULTURAL que culminará el 4 de diciembre del corriente
año, oportunidad durante la cual la Asamblea General de las Naciones
Unidas dedicará la jornada al tema.
Las acciones que en tal sentido la
SECRETARIA DE CULTURA de la PRESIDENCIA DE LA NACIÓN, con el apoyo de
la DIRECCION DE ORGANISMOS INTERNACIONALES del MINISTERIO DE
RELACIONES EXTERIORES, COMERCIO INTERNACIONAL Y CULTO, la COMISIÓN
NACIONAL DE COOPERACIÓN CON LA UNESCO y el COMITÉ ARGENTINO DEL
PATRIMONIO MUNDIAL, ha impulsado ante instancias oficiales y ante
organizaciones nacionales e internacionales vinculadas con el tema,
están promoviendo el desarrollo de estrategias y la concreción de
actividades cuyo objetivo es la concientización, en los distintos
niveles de la población y de las instancias oficiales y privadas, de
la necesidad de preservar adecuadamente nuestro patrimonio cultural
y asegurar su difusión y apropiación espiritual como medio de
fortalecer nuestra identidad cultural.
A tal efecto, adjunto el programa y ficha de
inscripción solicitándoles puedan difundir estas Jornadas entre
quienes consideren oportuno.
Asimismo, les comunico que la inscripción es
gratuita y se otorgarán certificados de asistencia. Dada la capacidad
limitada de vacantes, rogamos remitir debidamente completo el
formulario de inscripción antes del 25 de octubre.

La Legislatura de la Ciudad Autónoma de Buenos Aires solicita a la
Secretaria de Educación que disponga ampliar los contenidos,
actividades y recursos escolares referidos a la "Preservación del
patrimonio Histórico Cultural, el reconocimiento de sus bienes
tangibles e intangibles en sus aspectos materiales y simbólicos, y su
función en la construcción permanente de la identidad colectiva",
propuestos por la Comisión respectiva y sugeridos en el Anexo 1 de la
presente.
ANEXO 1
CONTENIDOS GENERALES A SER INCLUIDOS EN LA CURRICULA ESCOLAR DE TODOS
LOS NIVELES DEL SISTEMA EDUCATIVO DE LA CIUDAD AUTONOMA DE BUENOS
AIRES
El concepto de patrimonio histórico cultural y el reconocimiento de
sus bienes tangibles e intangibles, en sus aspectos materiales y
simbólicos. Su función en la construcción permanente de la identidad
colectiva.
Recursos patrimoniales culturales: descripción, ubicación, registro e
inventario.
Intervención para la preservación: restauración y conservación.
Bienes Patrimoniales Culturales: valor social de los mismos. Su
comprensión como testimonio de las actividades y la diversidad de las
personas a través del tiempo.
Uso de los bienes patrimoniales en la cultura urbana.
Problemática de la sociedad contemporánea para conservar y transmitir
la memoria social.
Relaciones e interrelaciones entre lo global y lo local: el
patrimonio cultural como testimonio de identidades en la ciudad
globalizada. Las cadenas multinacionales y los bienes patrimoniales
como indicios de la identidad en la sociedad de hoy.
Interculturalidad: las múltiples identidades de los grupos sociales
que circulan diariamente en la gran urbe y su aporte a la
construcción de la identidad colectiva. Diferentes bienes
patrimoniales de los sectores sociales.
Escalas de patrimonio cultural: las dimensiones personales,
familiares, barriales, ciudadanas y nacionales.

Con fecha 29 de Agosto de 2002, la Legislatura de la Ciudad Autónoma
de Buenos Aires sancionó por unanimidad la DECLARACIÓN Nro. 158 -2002
El proyecto fue presentado por la Diputada Delia Bisutti a solicitud
de la Comisión para la Preservación del Patrimonio Histórico Cultural
de la Ciudad de Buenos Aires y contó con el apoyo del Diputado Daniel
Bravo, Presidente de la Comisión de Educación de la Legislatura local
y de todos los integrantes de la misma.
¿Qué es la Comisión para la Preservación del Patrimonio Histórico
Cultural de la Ciudad de Buenos Aires?
La CPPHC fue creada por la Ordenanza 41.081/86 y se integró
formalmente el 11 de octubre de 1995. Se trata de un Organismo mixto,
con representantes del Poder Legislativo y del Poder Ejecutivo, que
se desempeñan ad-honoren. Estos funcionarios tienen un mandato de dos
años, admitiéndose su prórroga. La norma de su creación le dio
competencia para coordinar la preservación, promoción, divulgación y
difusión de aquellos bienes tangibles e intangibles que constituyen
el Patrimonio Histórico Cultural de la Ciudad de Buenos Aires,
mediante acciones de rescate, investigación, documentación,
conservación, rehabilitación, acrecentamiento y puesta en valor.
Participación en otros organismos:
Con un representante, participa de la Comisión de Protección y
Promoción de los Cafés, Bares, Billares y Confiterías Notables de la
Ciudad de Buenos Aires. Además coordina el armado de la Acción
Cultural en bares
Con un representante integra el Consejo Asesor de Asuntos
Patrimoniales (Secretaría de Planeamiento Urbano del GCBA)
Nuevos integrantes y mandatos renovados en la Comisión para la
Preservación del Patrimonio Histórico Cultural de la Ciudad de Buenos
Aires:
Con fecha 15 de Agosto de 2002, la Legislatura porteña sancionó por
unanimidad la representación de la misma en la CPPHC, en virtud de lo
dispuesto por la Ordenanza 41.081 - 86 (Ordenanza de creación de la
Comisión). Resultaron así designados: Secretaria General, Leticia
Maronese; vocales: Néstor Zakim, Graciela Cáceres, Mirta Dos Reis,
Julián Kopecek; asesores honorarios: Jorge Alvarez y Juan Carlos
Espeche Gil. Todos los cargos mencionados son ejercidos ad-honoren y
por el lapso de dos años.

Coincido con Florencia... además me parece altamente sospechoso tanto
interés del secretario de Cultura de la Nación en querer cambiar
algunos de los miembros de la Comisión. Esa no era una atribución del
presidente?
Porque en vez de cambiarlos no propone alguna herramienta concreta
para realmente "conservar los monumentos" ya declarados, digo como
para empezar a trabajar en algo sino nos quedamos en declaraciones,
no?

responsabilidad luego por ellos y que necesita un papel más activo.
Pero lo que me parece preocupante es que un Ministro de Cultura de la
Nación diga que "La preservación del patrimonio es importante porque
se trata de laureles que supimos conseguir", si esa es la causa por
la que cree que debemos conservar el patrimonio, creo que ya estamos
fritos...no les parece?

"Los sueños son siempre más grandes que las posibilidades. Discépolo -
el funcionario es actor y lo interpreta en teatro- decía que uno
finalmente termina siendo una mueca de lo que quiso ser", dice con
nostalgia Rubén Stella, al referirse a las prioridades iniciales de
su gestión que resignó de cara a la dura realidad.
Sin embargo, no se muestra dispuesto a resignar la reestructuración
de la Comisión Nacional de Museos y de Monumentos y Lugares
Históricos, que le ha costado un diferendo con algunos integrantes
del organismo en los últimos meses.
Stella dijo a LA NACION que planea darle un nuevo rumbo a la
comisión, que aún preside Liliana Barela. Anticipó que el decreto que
nombrará a los nuevos integrantes podría ser firmado el martes
próximo por el presidente Duhalde.
"La preservación del patrimonio es importante porque se trata de
laureles que supimos conseguir. Pero la designación de monumentos y
lugares históricos merece una revisión", precisó. De inmediato
arremetió: "Aquí aparece una señal clara que queremos dar:
revalorizar la cuestión técnica de la Comisión de Monumentos, para
que no sea una mera referencia burocrática y se convierta en un real
organismo de consulta de alcance federal".
Sin precisar nombres, Stella aseguró que varios de los integrantes
permanecen en la comisión y admitió la posibilidad de que la
presidencia del organismo sea rotativa.
Martín Repetto -director de Patrimonio, que lo acompañó en la
entrevista- acotó: "El desafío es buscar nuevas formas de
financiamiento y trabajar con sistemas integrados patrimoniales
cuando se declara un monumento histórico".

The 2002 International Congress of IIC
"Works of Art on Paper, Books, Documents and Photographs: Techniques
and Conservation"
At the invitation of the Washington Conservation Guild, the
International Institute for Conservation of Historic and Artistic
Works will hold its nineteenth international congress in Baltimore,
Maryland, 1-6 September 2002. The meeting will take place at the
newly opened Baltimore Marriott Waterfront Hotel.
The subject of the conference is one which IIC has long neglected:
paper, in its broadest sense, including works of art on paper, books,
documents and photographs. Following the success of the IIC Dublin
Congress on painting techniques in 1998, we would like to include the
study of original materials and techniques of manufacture as well as
methods of restoration and conservation (in all its aspects) of works
on paper.
Papers presented at an IIC congress and published in the
contributions undergo a rigorous peer review process. Our Technical
Committee on this occasion consists of Gerhard Banik (Staatliche
Akademie der Bildenden Kunste, Stuttgart), Astrid-Christiane Brandt-
Grau (Ministere de la Culture et de la Communication, Paris),
Katsuhiko Masuda (Tokyo National Research Institute of Cultural
Properties), Debra Hess Norris (Winterthur/University of Delaware
Program in Art Conservation), Abigail Quandt (Walters Art Gallery,
Baltimore) and Helen Shenton (British Library, London). They will
review the summaries received in response to the Call for Papers and
select those authors who will be invited to submit a draft
manuscript. Then the committee will review the drafts and decide on
the contributions which will form the Technical Programme.

Call for papers-Reviews in Conservation
Reviews in Conservation is published annually by the International
Institute for Conservation of Historic and Artistic Works. It is a
review journal, with each paper taking a specific area within the
disciplines of conservation and bringing together what has been done
in, and what is known about that area, based on past publication.
This will both result in an up-to-date synopsis of the current state
of knowledge in the subject area and also suggest directions for
future research. As with other IIC serial publications, it is
provided as a benefit of membership in the Institute.
Papers are invited for forthcoming issues on all areas relevant to
conservation including practical treatment, materials, technical art
history, science, theory etc. It is hoped that the papers will be
thematic and analytic, rather than strictly descriptive. It would be
useful if the paper could include analysis of why and how opinions
have changed, if relevant, and how this is reflected in the
literature.
The journal comprises seven or eight literature reviews and each
author is paid a fee of UKP350. At up to 8,000 words, it is intended
to provide an opportunity to write something rather longer than is
possible in most conservation publications and it is hoped that the
journal will be a valuable contribution to conservation literature.

Polémica en Cultura por el cese de la Comisión de Monumentos
Liliana Barela, titular del organismo, impugnó en la Justicia el
relevo de los miembros
El Gobierno argumenta que cumple con un decreto presidencial
Los integrantes afirman que tienen estabilidad por seis años
Se ocupan de preservar el patrimonio histórico
Con la Comisión Nacional de Museos y de Monumentos y Lugares
Históricos como epicentro del sismo, un nuevo conflicto sacude a la
Secretaría de Cultura de la Nación, a cargo del actor Rubén Stella.
Todos los miembros de la comisión, creada en 1940 por la ley 12.665 e
integrada por un presidente y diez vocales ad honorem, cesaron en
junio último y aún no fueron sustituidos, lo que motivó recursos
judiciales. Entre otras tareas, el organismo controla que "ningún
objeto mueble (obras de arte, por ejemplo) o documentos históricos
podrá salir del país, ni ser vendido ni gravado" sin su intervención.
El debate se recalienta cuando ambas partes discuten el futuro de un
valioso mural de Siqueiros depositado en contenedores (como se
informa por separado). Y se profundiza tras el sorpresivo cese del ex
subsecretario Rodrigo Cañete, y la controversia con el Fondo de las
Artes, que preside Amalia Lacroze de Fortabat, ratificada luego por
Duhalde.
El diferendo bien vale un renglón. El cese se notificó por una nota
de la directora de Recursos Humanos del área cultural, del 19 de
junio último, dirigida a la presidenta del organismo, Liliana Barela.
El desplazamiento se funda en los decretos 25/02, dictado en enero de
este año por el presidente interino Eduardo Camaño, y 821/02, dictado
en mayo último por Eduardo Duhalde. Barela había sido designada
durante la gestión de Fernando de la Rúa, tras concluir el mandato de
su antecesora, Magdalena Faillace.
El espíritu del primer decreto fue cesar a los funcionarios políticos
con sueldo designados en la fugaz presidencia de Adolfo Rodríguez
Saá. En el segundo caso se aclaró que la remoción alcanzaba, también,
a los que ejercían cargos honorarios.
Acción judicial
Barela interpuso hace dos semanas un recurso administrativo y esta
semana sumó otro judicial contra la notificación de su relevo, en el
Juzgado Federal Contencioso Administrativo N° 4.
Luis Toso, abogado de Barela, explicó a LA NACION que "por la
jurisprudencia vigente, esos decretos no son aplicables a la
comisión, cuya integración ha sido respetada por todo gobierno
constitucional. Precisamente, la idea es que sea autónoma. Hasta que
se designe una nueva, sus miembros siguen en funciones". Parte de los
vocales recibieron una llamada telefónica de Stella comunicándoles su
continuidad, con excepción de Barela, Olga Paterlini de Koch, Marta
Gaudencio, Rodolfo Giunta y el padre Horacio Varela Roca, que ayer
confirmó su cese a LA NACION. "Más allá de que a uno le guste o no,
el Presidente tiene el poder de vetar a la comisión", dijo.
En cambio, desde Tucumán, Paterlini comentó que interpuso un recurso
judicial con similar fundamento que el explicado por Toso. "Si de
cara al futuro se aceptan estos manejos, ninguna comisión volverá a
tener estabilidad." Por ley los integrantes duran seis años en
funciones.
"Así me cueste el cargo, esta comisión será reemplazada por otra,
cuya actuación sea más transparente y federal." Esto respondió Stella
a LA NACION hace diez días, ante la consulta sobre el futuro de la
Comisión de Monumentos. Y adelantó que el presidente será el actual
vocal Alberto de Paula.
Sin embargo, ayer Stella no respondió a LA NACION. En su lugar, el
director nacional de Patrimonio, arquitecto Juan Martín Repetto,
rechazó que exista un diferendo. "No existe tal conflicto ni
cuestiones personales. Acá se ha cumplido con los decretos
presidenciales. Muchos importantes secretarios de Cultura
provinciales (no dio nombres) se quejaron de que la comisión no tenía
un accionar federal." Un argumento idéntico contra el Fondo de las
Artes detonó la discrepancia entre Stella y Fortabat.
Repetto agregó que "se le ofreció al diputado Hugo Storero,
presidente de la Comisión de Cultura, la permanencia de Barela como
vocal". Pero Barela negó haber recibido la oferta y acusó a Stella de
"promover una comisión adicta".
Storero defendió la continuidad de los miembros desplazados y dijo:
"La democracia exige un equilibrio de fuerzas en sus instituciones.
Cuando esa armonía se rompe, se genera un vacío institucional y se
afecta la democracia".

La Casa del Teatro, nacida hace casi 65 años por iniciativa de Regina
Pacini, esposa del ex presidente Marcelo T. de Alvear, fue declarada
ayer monumento histórico nacional. La entidad, cuyo edificio está
ubicado en la avenida Santa Fe al 1200, ha sufrido vicisitudes
económicas y estuvo a punto de ser embargado varias veces.

Las "III Jornadas de Patrimonio Intangible" tienen por finalidad
profundizar el debate, focalizando el mismo sobre investigaciones y

culturales" y formas de expresión cultural que toman cuerpo y recrean

se da en Brasil, que pertenece a la Cátedra UNESCO. Se llama Gestión
del Patrimonio Cultural Integrado al Planeamiento Urbano de América
Latina. Lo más novedodo es que se puede cursar a distancia por
internet y sólo requiere una semana presencial en Brasil. Está bueno

La RED IBEROAMERICANA DEL PATRIMONIO CULTURAL, en anagrama REDIPAC,
es una red voluntaria y gratuita cuyo objetivo es englobar a todas
las entidades profesionales, académicas e institucionales, públicas y
privadas, dedicadas al fomento, gestión, conservación, difusión,
creación y puesta en valor del Patrimonio Cultural en todo el ámbito
iberoamericano.
El fin de dicha Red es convertirse en una plataforma de encuentro
para el estudio y debate de la problemática originada por el
Patrimonio Cultural en los países implicados, así como para el
intercambio de experiencias y soluciones, para facilitar el acceso y

Les quería anunciar que hice 3 cursos en el CICOP (Centro
Internacional para la Conservación del Patrimonio) y conocí a los
alumnos del Master en Conservación del Patrimonio que dan allí: hay
gente de 10 provincias distintas y me hice una base de datos para
invitarlos aquí.
Espero que esto sirva para armar una red, hablando con ellos
coincidimos que en este país nadie sabe quién más está en lo mismo y
qué se está haciendo.

Un viejo expreso patagónico sigue cautivando el interés de
turistas
de todo el mundo y de los propios chubutenses que llegan hasta Esquel
para disfrutar de la inolvidable experiencia de viajar en este
verdadero museo rodante. En los 165 Km. de recorrido actual por
territorio chubutense, entre Esquel y El Maitén, la Trochita no ha
dejado de cautivar a miles de visitantes de todo el mundo que
ascienden a ese dinosaurio de acero. Paul Theroux, autor del best
seller: Pasajeros en los trenes del mundo, quedó sumamente
fascinado
cuando realizó la experiencia y lo convirtió en el protagonista
de su
libro The old Patagonian Express.
Deseo compartir con ella un artículo de La Nación (28 julio 2002).
La calle Suipacha cuenta 180 años de anécdotas. En la época de la
colonia era un camino de tierra y se llamaba Santo Tomás, en los años
20 se pobló de reductos tangueros.
Suipacha recorre los barrios de San Nicolás y Retiro. Hasta 1950 ó
1960, San Nicolás fue zona de boliches donde se escuchaba y se
bailaba el tango. Estaban los cafés: Los Andés, Botafogo, o el
dancing Lucerna. Allí frecuentaban los músicos: De Caro, Villoldo y
Eduardo Arolas... Será cuestión de ir en búsqueda de los fantasmas
¿no?.

Objetivo:
Las "III Jornadas de Patrimonio Intangible" tienen por finalidad
profundizar el debate, focalizando el mismo sobre investigaciones y
experiencias políticas y de gestión del ámbito local y nacional que
contribuyan a la reflexión acerca de la constitución de "espacios
culturales" y formas de expresión cultural que toman cuerpo y recrean
creencias, rituales, celebraciones y actos colectivos en las
sociedades contemporáneas de la globalización, y que se manifiestan
como series concretas de figuras patrimonializables diversas. Es
nuestro interés establecer parámetros e indicadores de constitución
de dichos patrimonios y consolidar principios e instrumentos para su
registro actual, así como formular e implementar acciones y políticas
de identificación, valorización y continuidad.
Convocatoria:
La estructura de las Terceras Jornadas suma la realización de dos
actividades de ordenamiento y síntesis - una inaugural y otra de
cierre - a cargo de especialistas, y el desarrollo de grupos de
trabajo organizados sobre la base de exposiciones o ponencias
referidas a investigaciones o experiencias particulares, orientadas a
dar cuenta de alguna de las áreas temáticas sugeridas por los
organizadores. Los grupos de trabajo, una vez transcurridas las
exposiciones, se convertirán en mesas de debate respecto de los temas
expuestos.
Destinatarios:
Las III Jornadas están destinadas a investigadores de la temática,
funcionarios, gestores y personas vinculadas a organizaciones e
instituciones culturales de la ciudad de Buenos Aires y del interior
del país (apostando a la participación de personas y grupos
vinculados a organismos provinciales dedicados a la cultura,
municipios, secretarías de cultura municipales, direcciones de
patrimonio, museos, centros culturales, ONGs, etc.).
Presentación de Resúmenes:
Los interesados en participar con ponencias deberán enviar sus
resúmenes al Comité Organizador de estas Jornadas, los que serán
evaluados por un Comité de Lectura que examinará su pertinencia y
difundirá con posterioridad el listado de las propuestas
seleccionadas.
Los resúmenes consistirán en una referencia de la exposición o
ponencia de no más de 200 palabras. Debe contener además nombre/s
del/los autor/es, título de la ponencia, pertenencia institucional y
breve curriculum, cinco palabras claves, y señalar si el contenido
describe principalmente experiencias, enfoques, metodología,
aplicación u otros a especificar. Asimismo, solicitamos que se hagan
constar los datos de comunicación personal: dirección, fax, e-mail
y/o teléfono.

Proponemos que el eje que atraviese las diferentes temáticas a tratar

articulada de formas culturales –mitos, leyendas, devociones,
rituales- en relación a su poder simbólico, su potencia afectiva y

Revalorización del Patrimonio Natural y Cultural como base para el
desarrollo turístico sostenible "
Fecha: días 26, 27 y 28 de Setiembre de 2002
Organizan: Secretaria de Turismo de la Provincia de Tucumán , la
Cámara de Turismo de la Provincia de Tucumán y el Instituto de
Historia de la Facultad de Arquitectura y Urbanismo de la Universidad
Nacional de Tucumán.
El propósito del mismo es constituir un foro de discusión sobre la
temática que permita definir estrategias de acción para la protección
del Patrimonio Cultural y Natural. El manejo apropiado de estos
recursos puede transformarse en el estímulo fundamental para lograr
el crecimiento económico de la región a partir de una planificación
de turismo sostenible.
El Congreso se organiza sobre tres ejes. Primero, se realizarán
Conferencias Magistrales a cargo de especialistas europeos y
argentinos que brindarán el marco teórico e instrumental para el
abordaje de los distintos temas. Luego, los participantes presentarán
proyectos sobre intervenciones que contemplen la protección y
revalorización de los bienes culturales y naturales como principal
recurso turístico. Finalmente, para permitir una mayor profundización
sobre la temática, un mes después, se realizarán Talleres de
reflexión . En ellos se buscará establecer líneas de acción que
permitan encarar una estrategia de desarrollo sostenible para la
región, coordinada entre las acciones públicas y privadas. Las
conclusiones de estas reuniones serán reflejadas en la elaboración de
un documento conjunto, que sirva de base para diseñar políticas y
proyectos de protección de nuestro patrimonio natural y cultural.
