Each panel will consist of three to five speakers and will last two to two and a half hours. Speaking time for each paper is approximately 12 minutes, which permits ample time for discussion after the delivery of the papers. Contributions of 3 to 10 pages from the delegates will be posted on our web page in order to facilitate discussion and scholarly exchange. DESCRIPTION: Participants in this workshop are asked to focus on the intersections of sexual politics (queer studies, feminism, sexual liberation) with Marxism and similar radical methods challenging the dominant political-economic order and looking to class struggle. An ambition is to renew radical critical strategy that reinvigorates the association of Marxism with psychoanalysis and puts both in service of both radical
readings of media and political activism.

@ CALL FOR PAPERS. DECONSTRUCTION AND CINEMA
============================================
2002 Northeast Modern Language Association Convention. Toronto. April 12 & 13, 2002

Because its chief rival, psychoanalysis, has dominated theoretical discourse on film for the last thirty years, deconstruction has had relatively little to say about cinema. In part, we can justify this silence by recognizing that deconstruction is explicitly concerned with literature. On the other hand, though, deconstruction has tended to expand the purview of what counts as a literary text. Even the most vigorous and convincing of deconstructionist advocates of literary specificity, Paul de Man, has written that "[w]e now have to recognize the necessity of a non-perceptual, linguistic moment in painting and music, and learn to read pictures rather than to imagine meaning." This panel, then, will bring cinema and deconstruction into dialog, considering not only how deconstruction can address cinema, but also how cinema reflects back on
deconstruction. We might imagine, for example, that an art form rooted so strongly in the phenomonal status of the photographic object might present rather a challenge to a discourse that rejects any epistemology rooted in
a pre-linguistic model of perception. Coming at the same question the other way, however, deconstruction might teach us to pay better attention to cinema's "rhetoric," the ways in which its technology gives shape to what we only mistake for a pregiven reality. Deconstruction might also
help us to perceive cinema's deployment of the same techniques to construct itself as an aesthetic object, despite cinema's very deep implication in a historical conjunction that has arguably brought aesthetics to its final crisis. I am not at all interested in presenting
deconstruction as an "alternative" to psychoanalysis in film studies, and will not welcome papers that valorize deconstruction in the interest of bashing psychoanalysis. I will welcome papers that either lay out the theoretical groundwork for a dialog between cinema and deconstruction or begin that dialog in readings of particular films and/or deconstructive texts.

To mark the 3rd anniversary of M/C: a Journal of Media and Culture and its reviews section, M/C Reviews, we would like to invite contributions for a reviews feature on the subject of media/consumer interactivity.

We will publish a collection of short critiques, reviews or thought- pieces (each submission should be 1500 words or less) on a broad range of interpretations of the terms interactive or interactivity as they relate to media studies and cultural studies.

Possible topics include (but should not be limited to):

- interactive television programs/television events - voting on
television program outcomes such as "Big Brother"; or "The Eurovision Song Contest" , ask the audience/phone a friend/home viewer; style participation in TV game shows, the illusion of consumer influence/participation. The relationship between interactivity and consumerism
- interactive television channels
- editing and censorship (as a consequence of consumer
reaction/influence)
- interactivity in cinemas (choosing alternative endings)
- the internet and its consumption
- internet fan sites (fanzines/fiction, role playing, message boards)
- letters to the editor/your say in newspapers, magazines or on-line discussion forums

The release of this special feature will co-incide with the
publication of the edition of M/C. It will be the centrepieces of the October anniversary celebrations of the journal, culminating in the launch party for our new site design and new URL to be held in Brisbane, Queensland,
Australia.

The deadline for submissions is September 21st 2001. Articles should be no longer than 1500 words (submissions exceeding this length will not be considered). All articles will be subject to a blind peer

En los ultimos anos, los temas relacionados con la
importancia del conocimiento para el desarrollo y la
inequidad del acceso a el han tomado una posicion
importante en la agenda internacional. Mas alla de este
interes, la brecha entre inforicos e infopobres continua creciendo de manera acelerada. La enormidad de la division entre paises y personas con acceso a la
informacion y a las tecnologias de la comunicacion y los
que no la tienen, hace que sea virtualmente imposible de
ser eliminada solamente con soluciones provenientes de la infraestructura tecnica (mas lineas telefonicas, mas
computadoras...). Si los habitantes de los paises en
desarrollo estan para disfrutar de los beneficios que el
conocimiento puede brindar, requeriran de nuevas
estrategias que se construyan sobre sistemas de
conocimiento disponibles.

Las investigaciones han mostrado que los sistemas de
informacion y conocimiento en red son mas efectivas
cuando se construyen sobre sistemas locales de
informacion ya existentes, incorporando intermediarios
comunitarios institucionales e individuales que sirvan
como puente entre Internet y la comunidad. La
radiodifusion se ha establecido ya como componente
clave del sistema de informacion local en muchos paises en desarrollo, especialmente areas rurales, con
caracteristicas de ser un buen intermediario proximidad, confianza y conocimiento (incluida la habilidad de combinar conocimiento tecnico y conocimiento acerca del contexto en las que sera aplicado ).(Richard Heeks, Information and Communication Technologies, Poverty and

Varios seminarios, talleres y conferencias que han tenido lugar en los ultimos anos han explorado el potencial sinergico de la radio e Internet. En febrero de 2001 el grupo FAO Comunicacion para el Desarrollo organizo un taller sobre radiodifusion rural e Internet en frica. En enero, en Sri Lanka, UNESCO organizo uno sobre integracion de las TICs modernas con las tradicionales. La FES y Comunica organizaron dos seminarios, el primero sobre radiodifusion e Internet en Asia (Kuala Lumpur, 1999), y el segundo en Latinoamerica y el Caribe (Florida 2000). Todos estos encuentros examinaron proyectos que hacen un uso innovador de la radiodifusion y las TICs.

Muchas radios usan Internet para sostener a menor costo iniciativas de red. Otras sirven como intermediarios
comunitarios, buscando informacion relevante en Internet, interpretandola y transmitiendola a sus comunidades. Otras facilitan la comunicacion entre sus oyentes y los emigrados.

Los 12 al 16 capitulos de este libro incluiran descripciones criticas y mas practicas analiticas echando luz a practicas comunes, desarrollos recientes, y futuras posibilidades de combinacion de la radiodifusion y las TICs para promover el desarrollo y la democracia. Estamos particularmente interesados en capitulos en donde se discutan politicas alternativas o las implicancias culturales, politicas y sociales de la radiodifusion y las TICs.

El grupo FAO Comunicacion para el Desarrollo y las otras organizaciones que apoyan este proyecto invitan a los interesados a enviar abstractos para su consideracion. Abstractos en ingles, frances o espanol pueden ser enviados a abstracts@... lo antes posible y no  despues del 7 de septiembre. Las contribuciones finales tendran que estar recibidas antes del 15 de octubre.

============================================El canal por cable Cinemax, se ha propuesto firmemente sacar al aire este mismo ano una nueva franquicia con frecuencia mensual, llamada "Laboratorio de cine", la cual pretende difundir la labor de los realizadores latinoamericanos en toda America Latina (desde Mexico hasta Argentina). En terminos generales, el programa esta conformado por una breve entrevista de uno o dos realizadores que hablen de sus cortos, junto con la exhibicion de los trabajos respectivos. Al finalizar cada entrevista, apareceran los contactos directos de cada cortometraje, con el fin de que la audiencia se comunique directamente con los realizadores o productores. El realizador o productor que este interesado en este proyecto debe cumplir con las siguientes condiciones:

a) Enviar a Cinemax una copia en VHS (NTSC) de su cortometraje, de cualquier genero, sin importar el formato en que fue hecho y con una duracion de igual o menor a 25 minutos.
b) Poseer todos los derechos de copyright sobre el cortometraje. En caso contrario debe abstenerse de enviarlo a Cinemax. El copyright se refiere a derechos de autor (director y guionista), adaptaciones, musica original, musica no original, imagenes de archivos o de peliculas.
Leer los terminos de la licencia que le ofrece Cinemax en cuanto a remuneracion y derechos no exclusivos de transmision limitada. En este sentido, NO se trata de un contrato de compra-venta por derechos exclusivos y de tiempo ilimitado. Si el realizador o productor acepta, debe, necesariamente:


i) Enviar a Cinemax la firma de la licencia via fax.
ii) Enviar a Cinemax el cortometraje en formato NTSC betacam digital, betacam SP, MiniDV, o en su defecto 3/4 (UMATIC).
iii) Permitir, por problemas de tiempo, que Cinemax reduzca los creditos finales a solo los indispensables. Este aspecto puede ser acordado con cada realizador o productor.
iv) Si el cortometrajista no ha sido entrevistado previamente por Cinemax, recibira, via mail, las preguntas basicas, con el fin de realizarse una entrevista, la cual debera enviar al equipo de Cinemax para su respectiva edicion. Por su parte, Cinemax mandara el material virgen que requiera cada realizador (solo NTSC betacam digital, betacam SP, miniDV, 3/4 (Umatic).

Si el realizador no esta de acuerdo en hacer una entrevista, debe abstenerse de enviar su cortometraje a Cinemax.

@ CALL FOR PAPERS: MULTICULTURAL STUDIES IN AMERICAN TELEVISION

Scholarly literature on television increasingly centers on the intersections of race, class, gender, and sexual orientation.
Nevertheless, no currently available anthology intended for use in university and college classrooms concentrates exclusively on such studies.

We are gathering articles for a proposed collection of intercultural analyses of American television.  We wish to compile articles that explore a range of televisual images and genres and examine historical and contemporary issues.  Essays will include theoretical inquiries,
formal analyses, audience studies, and critical pieces.  We are especially interested in new, unpublished manuscripts, but will also consider previously published material.

The anthology will be of interest to researchers, college and university instructors, and undergraduate and graduate students.

Possible subject areas include, but are not limited to:

PLENARY:  Cinema Studies in a New Media Age

The Society of Cinema Studies was created in recognition of the social, aesthetic, and economic importance of the cinema to the history and culture
of the twentieth century.  As a new century begins, the medium of "film" has become embedded in the new technologies that surround it.  The discipline of
"cinema studies" was defined around the history and theories of the cinematic and the perimeters implicit in its name have delimited its objects of study.  In the last two decades, "Cinema Studies" has recognized these
constraints as it expands to include other moving image media -- video, television and (now) computer technologies. The rapid and global reach of new media -- the internet, television, video, the digital arts -- challenge
us as scholars and teachers to find new ways to understand how all media mediate our understanding of culture and society.  As our visual field has been reconfigured by many new technologies, we view "cinema" on an expanded field of screens and in an expanded variety of production and delivery formats.  We must add computer screens (and digital technologies),
television screens (and interactive video formats) to our conceptualization of the cinema, its spectators and its screens.

We look forward to workshop and panel proposals that address issues raised by the plenary -- as well as those that engage a wide range of research in film and media studies.

Call for Papers/Proposals for presentation

In the years since the development of the world wide web, an increasing number of people also in developing countries have been using information communication technology (ICT) to bring about change in their work methods and environment and to speed up the development process.

Development organizations, NGOs, media houses, government agencies, schools and many individuals make use of ICT in one way or another. What are the results? What is the context between ICT and development? Is the www so powerful in development as many people think it is? Are the priorities of big development organizations right when it comes to using
ICT or would the better money be spent on other projects? Can ICT really a make difference in the poorest parts of the world? What are the prerequisites to apply ICT in remote areas in Nepal, for example? What
impact has ICT on society? Which are the lessons to be learnt and experiences to be shared?

What policies are required, especially in developing countries, to facilitate the use and access to ICT?  There are also questions regarding how global networking of like-minded people through the web can make a difference in policy advocacy and social equity.

As the technology advances, the gap between the information haves and have-nots is widening. The digital divide becomes more and more apparent.

To highlight and discuss these issues, the Friedrich-Ebert-Stiftung(FES) in Nepal has planned this international conference.

The main objective is to learn from one another and also to draw up recommendations for better policies and better projects that benefit people, particularly in developing countries. The conference will have five main topics for presentation and discussion:

- Information Communication Technology
- Communication, Media and Internet
- Using ICT in Development
- Web and society
- Policy and Legislation

A. Information Communication Technology

This session will concentrate on technical aspects of information technology. The speakers will present how the technology has grown in recent years, and what are the issues that relate to the case of developing countries. Topics are:

- Appropriate and cost effective Internet technologies
- E-commerce in developing countries
- Equity of Access
- Communication and Networking Infrastructure
- Interactive, Multimedia, Innovative Contents
- Access to technology.

B. Communication, Media and Internet

Journalists and media organizations have a great role in informing and educating the public. They are also instrumental in raising issues and bringing out success stories. FES also has a long involvement of supporting media development in Nepal. It is important to discuss
communication, media and Internet inter-relationships. Topics are:

- Using IT in media houses and by media practitioners for education,
research, and dissemination. (Nepali experiences / foreign experiences)
- How information from Internet can be provided to the public through
media
- Internet radio/radio as a conduit between Internet and its listeners

C. Using ICT in Development

All over the world, experiences have shown that information technology has become part of the development process. Networking between donors,
beneficiaries and development workers (change agents) can accelerate and improve the delivery of programs. The web can be used, among others, as a forum for online discussion and sharing information and experiences.
There are virtually unlimited possibilities. We welcome proposals from the donor community, development and media practitioners, ICT professionals and other experts.
Possible topics are:

- How do INGOs/NGOs use Internet Technology?
- ICT in development and poverty alleviation
- How ICT can be helpful for development efforts in health, population, employment, environment, youth, gender, family planning and social issues.
- Online networking forums and their effectiveness.
- Demonstration of successful projects
- Development portals

D. Web and Society

Discussion will be on the general implications of the web on society.
Issues like digital divide, language barriers will be part of the focus.
Topics are:

- Digital Divide
- Local Language Computing
- Preserving indigenous knowledge by using ICT
- Hierarchical information control in society.

E. Policy and Legislation

At present, many countries in the world are in the process of crafting legislation relating to the cyber world. Information technology policy together with communications policy shapes the government's actions on Internet, communications and media. Topics are:

- Regulations, policy and governance (including provisions for cyber crimes).
- E-governance and government information distribution
- Intellectual Property Rights (including WTO provisions)

We value inputs made available to the conference and invite papers and proposals for presentation. The conference will be attended by development and media practitioners as well as ICT experts from Nepal and other countries.
